In addition to the factors I have already talked about, another factor in finding good keywords is the level of on-page optimization for the competing pages. We will be talking more about on-page optimization later. But basically, you would want to look at the pages that show up in the top results and see if they have good on-page optimization or not.
Like I discussed previously, taking Page Rank® into account will help improve your keyword research over KEI. KEI is still valuable, but using it in conjunction with KPI will help greatly in your search for good keywords.
